This marks a decisive shift from the previous directive-based approach to a directly applicable regulation, ensuring alignment of packaging rules and labeling requirements across member states. 

Due to the increased focus on the PPWR, there has been an overall deceleration in the introduction of national packaging labeling legislation across Europe, as member states await implementation of the new regulation.
