Whitepaper Overview
On 12 August 2026, the EU Packaging and Packaging Waste Regulation (EU) 2025/40 (PPWR) will start to apply. As a Regulation, it is directly applicable in all EU Member States.
However, since several legal measures within the PPWR require supplementary national legislation, businesses must ensure compliance with both the Regulation and the relevant national implementations. EU Member States are also required to repeal any existing national legislation which conflicts with the provisions of the Regulation.
At present, a total of 14 EU Member States have drafted legislation for the purpose of transposing the Regulation. 13 Member States have yet to draft legislation.
